Recent headlines in Germany reveal that Holger Pfahls, former president of the country's domestic security agency – known as the Office for the Protection of the Constitution (OPC) – accepted 4 million deutschmarks in bribes while employed as a public servant. He is being sought by police on tax evasion charges, and is reportedly hiding out in Indonesia.

Corruption and treachery have been the hallmark of the OPC from its beginning. Its first president defected to the communists. During the Cold War, it was systematically penetrated by East German intelligence.

Today, many Germans believe it has become a tool used by government officials to target minorities singled out for harassment.
