Germany’s Office for the Protection of the Constitution as an Instrument for Character Assassination

In addition to manufactured guilt – a tool that does not protect the constitution but leads instead to the ostracism of innocent people – there is another factor that favors discrimination. Most fellow citizens fear not the Scientologists, but, as they frankly admit, the secret services. It has, after all, become widely understood that you do not need to be officially declared a target of the OPC's attentions to be caught in its net. This reputation should make the protectors of the constitution stop and think – unless it is their deliberate tactic to create it.

We decided to publish this booklet because we believe that the decision to place the Church and its parishioners under surveillance is fundamentally unsound, and that the reasons why it is unsound deserve examination.

The pro-surveillance forces have energetically circulated much misinformation about Scientology, while ignoring anything that does not fit their assumed stereotype. It is doubtful if anyone in the government has not come in contact with their propaganda. One purpose of this booklet is to provide reliable information that shows the lack of factual justification for the measures against Scientology, and so to dispel the misconceptions that are holding these measures in place.
