IV. Bavarian “Enlightenment Campaign”

he government of Bavaria, Germany, has directly contravened cherished principles of tolerance and nondiscrimination in education by requiring the implementation of an “Enlightenment Campaign” as part of an official government propaganda effort in all educational institutions in Bavaria to “educate” children of all ages about the “dangers” of Scientology.

This propaganda campaign has severely infringed upon the rights of Scientologists by creating a climate of prejudice towards members of minority religions and by fostering negative stereotypes which are based on uninformed and unscholarly generalizations or anecdotes. Teachers, parents and children who are Scientology parishioners and who attend Bavarian educational institutions have suffered particular hardship and intolerance through these coercive educational practices.

By way of background, on October 17, 1995, the Bavarian Government under the direction of Minister President Edmund Stoiber initiated a twelve point plan to “fight” Scientology. As part of this plan, all Bavarian schools have been ordered to inform pupils of all ages about “the goals, strategies and operating procedures” of Scientology and to also inform parents through an event about the Scientology “problem.” Headmasters are required to report by September 1996 regarding the measures they have taken to implement this enlightenment program.64 The Minister of Culture has made public statements extolling this plan and gave a speech at the Lutheran Academy in Tutzing in which he called upon established Churches to act in cooperation in dealing with new religious movements as part of the government’s Enlightenment Program.65

The Bavarian Ministry of Culture has provided the information on Scientology to be used to “enlighten” students, teachers and parents in the April 1996 issue of Schulreport, a magazine published by the Ministry of Culture. A review of this magazine evidences that no attempt has been made to convey information in an objective and scholarly manner as required in a democratic society. Instead, the information is replete with false and derogatory information on the religion designed to foster prejudice and intolerance against Scientologists. The stereotypes fostered in the report are repugnant—the report includes inaccurate and absurd “advice” that one may identify a Scientologist by sudden weight change or beard growth.66
