Church of Scientology Reply to the German Government’s Defense of its Discrimination
(8) In September 1994, Federal Minister of Labor Norbert Bluem decreed that Scientologists are not allowed to own or operate private employment agencies.
(9) In October 1996, the Bavarian state chancellery announced that effective November 1, applicants for public service and companies seeking public contracts have to fill out a questionaire detailing any connections they have to Scientology. They are not accepted in the civil service unless they disassociate themselves from their religion. Also, before state offices give orders in “sensitive” areas, the firm accepting the order has to sign a declaration that it does not use the technology of L. Ron Hubbard.
(10) In February 1997, the state government of Stuttgart issued an order that in future all applicants for civil service employment would be required to state any affiliation with Scientology. The decree also ordered that no public contracts be signed with members of the Church or any organizations affiliated with the Church for management, personnel or training services; that no public halls be rented to the Church and that no support be given to companies associated with Scientologists.
Such conduct by the former German government violates the international human rights instruments that Germany has ratified, including the International Covenant on Civil and Political Rights, the European Convention on Human Rights and the Helsinki Accords.
