(3) In January 1997, the Federal Council recommended deregistration of Scientology churches, prohibition of advertising, implementation of ’sect filters’ to exclude Scientologists and denial of state funding for any event at which Scientologists participate.

(4) In December 1996, the federal government and Chancellor Kohl’s Office jointly announced the creation of a Federal Interministerial Group to coordinate activities relating to Scientologists, who, the statement said, “need to be fought with all legal means.”

(5) In December 1996, the federal and state governments announced a package of measures against Scientology, including exclusion of companies owned by Scientologists from public contracts.

(6) A September 1995 order from the President of the Federal Labor Office instructed all labor offices to identify employers who are ’suspected’ Scientologists, exclude businesses owned by Scientologists from the ’vacant jobs’ list and ban Scientologists from professional education training.

(7) In January 1996, Federal Minister of Family Affairs, Claudia Nolte, released an official publication entitled “Scientology: Dangers, Aims and Practices”, which is replete with false, unsubstantiated and inflammatory allegations concerning Scientology. She announced her intention to oppose Scientology “with all the means at my disposal.”
